The person or business in control of premises, who owes a duty of care to the people who enter them.
The occupier is not always the owner. A tenant running a shop, a body corporate managing common areas, or a council maintaining a footpath can each be the occupier of the place where an injury happened. The claim is made against the occupier’s public liability insurer.
